Roman Way, Preston

The team worked tirelessly alongside Preston’s Planning and Highway Officers and skilled technical consultants in order to resolve a number of technical matters that occurred during the determination period.

In November 2023, Preston’s Planning Committee recommended approval of Henry Boot Barnfield’s outline planning application for B2 and B8 employment uses at this 25ha site in Preston, located off J31a of the M6. The scheme will deliver circa 12 units ranging in size from 25,000-500,000sq.ft.

The site is allocated in the Local Plan for employment development, as it is strategically placed near to an existing industrial estate.

Iceni submitted the scheme in the summer of 2021 following a pre-application process. The team worked tirelessly alongside Preston’s Planning and Highway Officers and skilled technical consultants in order to resolve a number of technical matters that occurred during the determination period. In particular, the team was required to consider the impact of the scheme on the strategic highway network by working closely with National Highways. Further, the team considered how best to secure Biodiversity Net Gain and limit the environmental impact of the project on the sensitive watercourses contained within a neighbouring SSSI, Tun Brook Woods, which required liaison with Natural England. The project also involved the assessment of the archaeological significance of the site, which was completed by undertaking trial trenches to check for Roman remains.

Iceni’s Manchester Planning team led the project, with support from our EIA team based in London, who prepared and submitted an EIA screening request at the project’s inception.

Whilst the outline planning application neared determination, the team also prepared and submitted a full planning application for a spine road through the site. This ensures that the estate road can be delivered quickly, as one the first elements of the project, without requiring reserved matters approval. This scheme also secured unanimous support at planning committee in late 2023.
